Placement firms

A placement firm advertises, screens and finds the right worker for you · for direct employment. The cost is relatively high: usually around the worker's first month's salary, with a one-month trial. Israel has about 300 placement firms, and all of them must hold a "private bureau license" from the Ministry of Labor.

Note: Feel the worker is not serious enough? End the engagement before the trial month is over · with a lawful hearing, protecting the worker's rights and following the Severance Pay Law.

Manpower companies

A manpower company screens and sorts candidates for you, and after finding them also employs the worker for you on an outsourced basis · usually for 3 to 9 months, against an invoice for the worker's cost plus a 20%-30% fee. Israel has about 600 manpower companies, some specialising in particular fields, and they employ roughly 10% of the workforce.

License required: Every manpower company must hold a manpower contractor license from the Ministry of Labor · more on that below and on the manpower contractor license page.

Job boards

Israel has several large job boards plus medium and small ones specialising in different fields, with huge candidate pools. A boosted, highlighted ad can cost ₪550 to ₪950 for two weeks. On some boards you can post for free · for example on the NETO job board, where posting a job is always free.

Social media

In recent years it has become very common to find workers precisely on social media, and on some platforms you can post jobs for free. It matters to post in the right groups · anyone not experienced at it will struggle to get good exposure, so it pays to combine this channel with organised distribution.

How to choose a manpower company? First of all · the license

Before the state grants a manpower contractor license, it checks thoroughly: that there is no criminal record, no history of labor-law problems, and that there is proven experience in employing and managing workers. On top of that, every manpower company must deposit a bank guarantee against workers' wages · so that there is always a source to pay the workers.

Important to know: brokering between a worker and an employer without a manpower contractor license is prohibited. It is a criminal offence, and both sides are exposed to financial penalties.
