Are there still serious workers out there? Absolutely
Every employer defines "serious" a little differently, and it is not the same for every role. But when you break the term down, you almost always arrive at the same three fundamental traits: a strong work ethic, genuine care for the workplace and high professional ability. A worker who holds all three · who wants and is able to make an effort, persevere and stay committed · is the person every business is looking for.
Work ethic
It may sound old-fashioned, but it is as relevant as ever: the worker's belief in the value of work, expressed through effort, persistence, responsibility, initiative and loyalty · even without management supervision. Employers recognise it very quickly on the ground.
Care for the workplace
Care is not only a character trait · it is also a response to how people are treated. A worker who feels seen and respected will usually give it back in kind. So when you look for a serious worker, check not only whether the trait is there, but also what brings out their commitment · and what would make them care in your workplace.
High professional ability
Professionalism is not just seniority, experience or a certificate. A diploma is sometimes a threshold requirement, but real ability is hard to assess in a short time: you check references from previous jobs, run aptitude tests · and sometimes you only truly see it after taking the worker on for a trial period.
In short: what is a serious worker?
Someone who wants and is able to make an effort, persevere and stay committed, with the tools and traits the role requires, a solid employment history and good, relevant references. And most important of all · the question of whether we and our workplace can bring out their care for the job.
Where to find a serious worker · the four channels
Finding the right person is never simple, and time pressure can push you to compromise. These are the main channels open to an employer hiring in Israel · and the real cost of each. For a foreign employer with no local entity, NETO's Employer of Record turns all of them into one simple path.
Placement firms
A placement firm advertises, screens and finds the right worker for you · for direct employment. The cost is relatively high: usually around the worker's first month's salary, with a one-month trial. Israel has about 300 placement firms, and all of them must hold a "private bureau license" from the Ministry of Labor.
Manpower companies
A manpower company screens and sorts candidates for you, and after finding them also employs the worker for you on an outsourced basis · usually for 3 to 9 months, against an invoice for the worker's cost plus a 20%-30% fee. Israel has about 600 manpower companies, some specialising in particular fields, and they employ roughly 10% of the workforce.
Job boards
Israel has several large job boards plus medium and small ones specialising in different fields, with huge candidate pools. A boosted, highlighted ad can cost ₪550 to ₪950 for two weeks. On some boards you can post for free · for example on the NETO job board, where posting a job is always free.
Social media
In recent years it has become very common to find workers precisely on social media, and on some platforms you can post jobs for free. It matters to post in the right groups · anyone not experienced at it will struggle to get good exposure, so it pays to combine this channel with organised distribution.
Hiring channels · what you get and what you pay
| Channel | What you get | Typical cost | Through NETO |
|---|---|---|---|
| Placement firm | Sourcing and screening for direct hire | Around first month's salary | Free posting and screening |
| Manpower company | Sourcing + outsourced employment 3-9 months | 20%-30% fee | EOR at 5% of the invoice |
| Job board | Exposure to a candidate pool | ₪550-950 per two weeks | Free job posting |
| Social media | Exposure · depends on the right groups | Free but needs expertise | Automatic distribution on social |
How to choose a manpower company? First of all · the license
Before the state grants a manpower contractor license, it checks thoroughly: that there is no criminal record, no history of labor-law problems, and that there is proven experience in employing and managing workers. On top of that, every manpower company must deposit a bank guarantee against workers' wages · so that there is always a source to pay the workers.
Important to know: brokering between a worker and an employer without a manpower contractor license is prohibited. It is a criminal offence, and both sides are exposed to financial penalties. So before working with any company · verify the license. NETO's license (Bareket I.T. Ltd, license 1565) can be verified directly in the Ministry of Labor's manpower contractor database. More: manpower contractor license · manpower services extension order · rights of a worker employed via manpower.
NETO for employers · everything in one place, in three steps
Instead of chasing four channels at once, NETO for employers brings it all together: posting, distribution, screening and employment · through to an orderly trial period. As your Employer of Record, NETO can also be the legal employer of the Israeli worker on your behalf.
- Post a job for free in the NETO system · and it is distributed at the same time to the job boards and across social media.
- An algorithm screens and ranks the candidates for you, helping identify the most suitable ones at the click of a button.
- Choose the candidate who looks most serious · and decide how to employ: directly, or through NETO as your Employer of Record.
Found a serious worker? Two ways to employ them
Option one · direct employment, free
If you already have a company in Israel, you can employ the worker directly · and in that case there is no cost. A service worth real money · and at NETO it is free.
- Free job posting and wide distribution
- Algorithmic screening and ranking of candidates
- Direct onboarding to your business · no fees
Option two · Employer of Record at 5% of the invoice
Ideal when you have no Israeli entity: NETO employs the worker on your behalf and issues a payslip, taking care of the full employer-employee relationship: agreements, forms, insurances, authorities and payments · all on time and accurately, so the Israeli worker receives full rights under the law.
- Fee of 5% of the client invoice · significantly cheaper than a classic manpower company

Want to employ a worker for a trial period?
The safe way to start is a non-binding trial period: NETO employs the worker on your behalf, and you assess them in real work. If the worker is a good fit · you decide: keep employing them through NETO as your Employer of Record, or, if you have a local entity, take them on directly. When onboarding a new worker it is always advisable to define a proper trial period.
And when it comes to temporary workers · it is worth getting to know the temporary employee definitions and employer rights too. Questions? We have gathered it all in the employer questions and answers.
