The purpose of the guarantee is to protect workers: if a manpower contractor fails to pay its workers' full wages on time, the Ministry of Labor may forfeit the guarantee and pay the owed wages from it. This ensures that workers of a licensed contractor are not harmed financially · a protection that does not exist with companies operating without a license.
